Proposal Development

All proposals to external sponsors must be approved by Yale University. This approval signifies that Yale accepts responsibility for administering the sponsored project, providing adequate facilities and services, and for complying with applicable University, sponsor and government policies and regulations. All schools and departments must submit their grant and contract proposals through the Office of Grant and Contract Administration (GCA). To find out the appropriate GCA staff person to contact relative to the review of your proposal, please refer to our staff departmental assignment list.

Proposals submitted to GCA for review and submission to a sponsor must be accompanied by an internal Proposal Summary and Certification Form (Form 1304 FR.03), revised 5/11/09, which summarizes information about the proposal and requires signatures from the PI, the department chair and the business manager certifying compliance with Yale University policies. This new version includes tabs for the Subrecipient Compliance & Certification Form and the Clinical Trial Addendum.

YALE POLICY ON GRANT & CONTRACT ADMINISTRATION REVIEW

University policy states that all proposals -- hard copy (paper) and electronic -- must be reviewed by the Office of Grant & Contract Administration and have University signature approval prior to submission to any sponsor or agency. Five working days should be allowed for administrative review. Grants & contracts must be accompanied by a Proposal Summary & Certification Form.
